Hosta 'Ogon Waisei'
 

This is a duplicate, incorrect or outdated name for H. 'Kabitan'.
 

There is an image of this cultivar on the Hosta Library. From the photo on the HL website, it appears to be a small size hosta with light yellowish-green leaves and darker green, irregular marginal variegation. This non-registered cultivar was originated in Japan. 

"Ogon Waisei Gibōshi, the "dwarf-growing gold hosta" is H. sieboldii 'Kabitan' under a fancy Japanese cultivar name."

 

Mikiko Lockwood in an article on The Hosta Library titled, A Little About Japanese Hosta Terms defines the term ogon or oogon as gold or yellow.
